Mission Statement
The mission of the Rhode Island Resource Recovery Corporation is to provide safe, environmentally compliant, and affordable solid waste and recycling services for the Rhode Island community.
Key Objectives
• Extend the useful life of the Central Landfill to 2034 and beyond in order to provide long term affordable waste disposal services for Rhode Island municipalities.
• Remain financially self-sufficient by self funding all operational and capital requirements while returning any and all surpluses to the state and local municipalities.
• Reduce annual operating costs by $20 million to $46.5 million (30%) by the end of 2010, as compared to the 2007 actual operating costs of $66.5 million.
Strategies for 2009-2010
• Refocus the organization on the basics of landfilling and recycling.
• Reorganize and eliminate unnecessary layers and functions to improve efficiency and lower costs.
• Utilize in-house resources to perform services where it is cost effective.
• Encourage more recycling via education and training, legislative initiatives, coordination with other state agencies and entities, and competitive grants and incentives for Rhode Island municipalities.
• Explore only proven technologies to extend the life of the landfill.
• Use competitive market pricing to achieve an annual commercial sector volume of solid waste between 350,000 and 400,000 tons.
• Support maintaining municipal solid waste disposal costs at a significant discount to regional market rates.
• Deter the disposal of out of state waste through enforcement, penalties, and publicity.
• Operate on all levels as close as possible to a private sector company.
